What does that term mean? As I've spent the last couple of months in the District, I've noticed that getting back to basics is something we, as Scouters, need to concentrate on. When we use the term Back to Basics as it applies to the youth, we mean a return to basic Scouting skills that the boys learn in their first year. As I mean it, it applies to a return to the basic leadership skills we need to successful deliver the program to the youth. The district staff needs to return to assisting you deliver the program to youth. We are your first and best resource.

By concentrating on some basic Scout leadership skills we can deliver a better program to the youth that we serve. What have we promised the youth? The outdoors, recognition for their achievements, and fun activities just a few of the things we promised.

Let us keep the outing in Scouting - is your unit camping? Packs, how many of your youth are attending Day Camp, Cub Weekender, or Webelos Resident Camp? Has your Pack planned a Family Camping Experience? Do you have at least 6 outdoor events planned in a year? Troops, are all your boys attending Summer Resident Camp? If they can not attend with the Troop, what arrangements have you made to ensure that all scouts are getting the most out their experience?

One of the basic tenets of the advancement system is instant recognition. Are you recognizing your youth monthly for their achievements? We have excellent Courts of Honors and many outstanding Pack meetings in the District. We have the best rates for boys achieving the Eagle rank in the Council. Are we utilizing the many available program aides that the BSA has to help us deliver the promise? The goal is for every Cub to advance on rank per year, not counting Bobcat. Boys Scouts should advance to several ranks in their first year. From Scout to First Class in one year is the goal and taught at SM Specific.

Are your boys having fun? For a Pack, you can help ensure that they are by inviting all the parents to your annual planning meeting. Troops, is the PLC planning the entire year or working around events the adults want or don't want to attend?

The district staff consists of the district committee members and the commissioner staff. We need to get back to our basics. We are here to provide you service and assistance. The advancement committee is ready to answer questions about how soon can a boy earn the Arrow of Light and cross over to Boy Scouts. If you need to know where you to go camping, call the camping committee for information. Do you need training for your leaders? We can bring training to your unit. The commissioners are there to be a mentor to your unit. Feel free to call them with any question you might have. They can not answer every question, but can find the answer and they know who to call. Is there something else you need to help your program excel? Let the district staff know, and we'll do our best to make sure you get what you need.

By working together and getting back to basics, the district staff can help you provide the best possible scouting experience to the youth in Falls District.

The Council is planning a special fall recruiting event for middle school age boys. This event will be a weekend in the woods of Camp Durant. We are looking for adults and senior youth from various units to staff this event. You will be asked to pick up interested middle school boys and take them to camp. There they will experience all that Scouting has to offer. If you are interested in volunteering for this event and expanding your Troop, contact Richard Becker.

5th Annual offering of the Railroading Merit Badge

In this class you may EARN the Railroading merit badge. This will not be a gift. You will be given a workbook which you MUST COMPLETE during the course in order to be issued a bluecard and be awarded the badge by your troop. There is also a test at the end of the course. There are no partials given. If you do not get the bluecard you do not earn the badge. Though rare, in the past we have had to fail a couple of Scouts who did not complete the workbook.
Register - first come, first served
Please note that the prior years Railroad Merit Badge classes have filled rapidly. Registrations have now started.
Scout leaders: Please do not attempt to reserve 'spaces' in the class. Reservations are not accepted for un-named Scouts. Reservations are personal commitments by Scouts who have an interest in this topic. It is a long day and can be tiresome for those who do not really want to be there. If Scouts must later cancel because of illness or a change of plans then their slot will be filled by the next Scout I have on the waiting list. But, in the interest of not wasting seats, substitutions for last minute illnesses will be accepted at the door for an additional processing fee of one dollar. Also, bluecards are preprinted with each individual Scout's name and issued upon satisfactory course completion. If your Scout does not return with the bluecard then you should not award the badge. Questions of completion should be directed to the course registrar.

b.. Numbers of any unit leaders / parents who will attend (adult attendance not required)
c.. Scoutmaster's name and e-mail address
Standard BSA procedure requires SM approval before a Scout starts to work on a merit badge. That is why SMs have to sign the blue cards. Scoutmasters will be e-mailed with a roster of who has signed up from their troop. Approval will be implied unless I hear otherwise. Scoutmasters will also be asked to help me minimize no-shows by reminding the Scouts to attend or provide a timely cancellation notification to the Registrar. This courtesy reflects on the honor of the troop and Scoutmasters should want to help with this.

e.. Arrive promptly at the registration time for your class. There will be two classes staggered by an hour, assignments will be made one week prior to class and distributed by e-mail
f.. Money if you want to buy model train stuff, there will be many vendors at the show

Patch: Duty to God Promotion Patch
Purpose: To learn about & promote religious emblems
Requirements: Attend or make a presentation on religious emblems & make a commitment to Duty to God
Eligibility: Both youth and adults – of all faiths – may earn this patch

This patch came about after learning that less than 3% of Scouts earn their religious emblem in any given year. We want to put the focus back on Duty to God and encourage Scouts to earn the religious emblem for their faith.
The requirements are simple: attend or make a presentation on religious emblems, and make a commitment to Duty to God.
We encourage you to make a presentation on the religious emblems to your unit and present your Scouts with this new patch. You can find a video, sample scripts, and slide presentations on our web site. We also offer these resources on DVD. For a limited time, anybody who purchases 10 patches will receive a FREE DVD. "Down and Derby" could be at theatre near you

Reportedly if we get 1500 registrations from the area, they will arrange to show the "Down and Derby" movie at a local theater. I would think it might be too late for that, but the website still has the link/instructions active: http://www.downandderby.com/theater.html

I've CC'ed the Falls District executive and the Falls District Pack leaders, in case others want to put forth the effort into getting the movie back into this area.

For the benefit of those outside Pack 314 who haven't been part of our prior discussion on this, I've seen the movie with my son and highly recommend it for all Scout parents and Scouts. It's not "the greatest motion picture ever made", but parts of it are "hilarious" and the subject matter is obviously something we can all relate to and enjoy. The overall message it sends is perfect.

I thought the theater in Durham was quite a hike...but in comparison to the money one would spend on gas to go see it in the remaining theaters listed, that ride was nothing.

I've registered via the "REGISTER NOW" link on the link above, so we're down to 1499 needed registrations now at the very least. Actually I "just" registered my son using his e-mail address, so make that 1498 (heh). We'd go see it again for sure if it were in Raleigh (the kid keeps making references to "Big Jimmy" and his "Big Rig" and laughing about it, so I know he'd be in for another viewing). So now the question is will "you" make it 1497 to go?

Being that we've got over 15,000 Scouts in the Occoneechee Council, a mere 10% of that number would put us over the 1,500 mark.

Congratulations to everyone in the Falls District!

Thanks to your hard work and generosity we have reached and exceeded our goal. Special thanks goes to the various unit chairs, we coordinated the work and made that campaign a success. Dallas Brickhouse led the Family Campaign to another record year. We had a new campaign called Pacesetter and Tommy Stone hit and exceeded all marks for that campaign. Mike Burkitt led the Community Campaign to achieve goal for the first time ever!

The Council Victory Celebration is scheduled for June 9th at the North Carolina Museum of Natural Sciences starting at 6:30 p.m. All Unit FOS Chair, FOS Presenters, the various District FOS Chairs and their spouses are invited. Please RSVP to Laurie Gillie by June 2nd.

The Double H High Adventure Base (located in Datil, New Mexico) is the newest Adventure of the Boy Scouts of America. The Double H will provide you and your crew with a rugged backpacking experience unlike any you have done before!

Your crew will have a chance to hike through canyons, navigate cross country with a GPS, and watch prize bull elk. Base camp is located at over 7,000 feet! Significant elevation changes will occur while hiking through the open ponderosa forest and participating in the exciting programs such as astronomy, Leave-No-Trace, challenge/team building, and much more!

There is a saying that says, "It's not over until the paper work is done". We need to make sure that we dot all of the "I"'s and cross all of the "T"'s. There is a lot of paperwork in scouting and we as Scouters are falling behind. Is it our fault? No, not really, there are just a lot of things that get missed, pushed under the rug or just not realized that it has to be done.

Record keeping is a must. Unless we keep accurate records and follow the proper procedures, John won't get his Eagle and young Michael won't get his Arrow of Light. We owe it to our youth to make sure that there is nothing missed. Either from Cub's to Boy Scouts, or in the everyday process of advancing our youth from one rank to the next or just running your unit.

I know that there is a lot to remember, but if you do what you need to do, one step at a time, then, none of us will have to play "catch-up" in order for something good to happen.

Please follow the instructions, follow the procedures, and, if you have questions or need any information, call your unit commissioner, or me and let's get the paperwork done properly. Let's get back to the basics. Thanks for all you do in Scouting for our Youth.

There are three Council sponsored events your Cub Scout can attend. These will help you and him fully experience what Scouting is all about. They are the Cub Scout Day Camp, Cub Overnighter, and Webelos Resident Camp.

Day Camp is a chance for Cubs to sample everything they can do all year long. This is one of the few places they can earn the BB or Archery Belt Loops. Thanks to overwhelming support the second week of Day Camp (June 27 - July 1) is full. Please encourage your Cub Scouts to attend either the first or second week of Day Camp. This is an excellent opportunity of them to experience some of the fun things Cub Scouts is all about.

The Cub Scout Overnighter at Camp Durant is full. Due to the overwhelming response we are scheduling two overnighters next summer.

The Webelos Resident Camp is a three night experience for Webelos to sample what Boy Scout Resident Camp will be like when they are a little older. There will be age appropriate activities for them as will as some challenging ones. There are still openings so sign up soon.

The leadership training philosophy of the Boy Scouts of America is to provide adult leaders with fundamental information about the aims and purposes of the movement, as well as specifics about their particular roles in Scouting.

A trained leader is knowledgeable and confident in the role being performed. The knowledge and confidence of a trained leader are quickly sensed by Cub Scouts, Boy Scouts, Varsity Scouts, or Venturers and are a positive influence on their lives.

Four Levels of Training

Trainers should view training from an overall perspective and not limit their vision to the particular course they are conducting. There is no way that leaders can accumulate all the information and ideas they need to do an effective job in a few hours of training. It would be unfortunate indeed if any leader left a training course thinking: "Is that all there is?" Leaders and instructors alike should have a clear understanding that leadership training is a process that continues as long as an individual is actively involved in the program. One of our aims is to inform leaders of the opportunities available:

1. Orientation/Fast Start Training

Fast Start training is designed to be used at the point of recruiting, to get a new leader off to a fast start. The Fast Start counselor delivers the appropriate video and viewer guide to the new leader. Fast Start training can also be used as parents' and chartered organization leaders' first exposure to Cub Scouting, Boy Scouting, Varsity Scouting, or Venturing. Its purpose is to acquaint families, new leaders, and others with the program of the Boy Scouts of America and give specific information about the program phase involved. Fast Start should motivate leaders to complete basic training.

Some councils also make Fast Start training available as an interactive computer-based training on their Internet Web sites.

2. Basic Training

New Leader Essentials is the initial training for adult leaders serving youth in units. Through a series of lively presentations, the 90-minute training presents an overview of the core elements of Scouting, including the organization's mission, aims, and methods. It also provides new leaders with a look at the resources available to them through the Boy Scouts of America, and a clear understanding of Scouting's expectations of its adult leadership.

Who attends New Leader Essentials? All new adult leaders of Tiger Cubs, Cub Scouts, Webelos Scouts, Boy Scouts, Varsity Scouts, or Venturers should attend.

Upon completion of New Leader Essentials, volunteer leaders take part in leader-specific training to prepare them for the opportunities and responsibilities relating to their leadership positions with the Cub Scout program, the Boy Scout program, or the Venturing program. Leader-specific training is also an opportunity for new leaders to get answers to questions they may have about their roles and about the BSA in general. A Scout leader needs to attend New Leader Essentials only once.

Flexible delivery is a key part of the Basic Leader Training design. As group training, New Leader Essentials (1-1/2 hours) and the five Cub Scouting specifics (2-1/2 to three hours each) can be delivered as a half-day training, two evening sessions, or a variety of other combinations. Whenever possible, Cub Scout, Boy Scout, and Venturing leaders should be included in New Leader Essentials.

3. Supplemental Training

This includes a variety of courses given on a district, council, area, regional, or national basis. They are designed to give additional information on specific areas of Cub Scouting, Boy Scouting, Varsity Scouting, and Venturing.

Some of the methods touched upon in basic training are treated in greater depth in supplemental training courses. Some courses are held on a regular basis as a continuing source of information. Examples of supplemental training courses are Cub Scout leader Pow Wows, University of Scouting, and crew leader workshops. Supplemental training is also offered in conferences at the Philmont Training Center.

Since supplemental training is intended to enrich the leaders' experience, there are no prerequisites.

4. Advanced Training

Leaders desiring a deeper dedicated involvement in the program, and who are otherwise qualified, will find advanced training highly rewarding. Wood Badge serves as the advanced training program for Cub Scouting, Boy Scouting, Varsity Scouting, and Venturing.

Successful completion of basic training is a prerequisite for advanced training.

Basic Adult Leader Outdoor Orientation.

Cub Scout Packs may conduct pack campouts (overnight activities), with a council approved local tour permit and under the leadership of BALOO trained Cub Scout Leaders. Successful completion of this training course will result in an increased level of confidence and willingness to plan an age-appropriate pack overnighter. BALOO training is the first step in the BSA outdoor training program, and does not replace any existing training, nor should it be merged with any other training course.

We are now back online, after a summer of down time. Thank you for your patience.

For those of you Information Technology (IT) people out there, I strongly urge you to stay away from rackforce.com. They previously hosted this site, and they managed to not only lose the primary server, but also the backups.

"My name is Jim Hoffert and I am a member of Troop 11. I have been asked to head up the Falls District Camporee for 2006. The theme our Scouts have chosen for the Camporee is Indian Lore. All the events will be developed from this theme and will be representative of things that the Indians might have done. Building on the great success of our Klondike Derby in January, we will continue to try and create a platform for healthy competition between the troops. We hope that you will join us for a challenging weekend of fellowship and fun with the other troops of the Falls District.
"We have decided to use Presbyterian Point as the site for the event. Presbyterian Point is a newly acquired camp for the Occoneechee Council. It is very close to Camp Campbell on Karr Lake and should provide both the facilities we need and a beautiful setting to go with our theme. Directions have been included in this document for your convenience, or you can go out to the council web site and see a topographical map of the point.
"It is my hope that you will choose to add this event to your fall calendar. I think we have a great district and would like to see us get to know each other better. While wishing everyone the very best of this most special season, please remember that our District Committee moved the January 2008 Roundtable to the Second Thursday this month, January 10. This is a one-time thing, the February Roundtable will be back at our regular time, the first Thursday. We will meet at St. Mark's as usual.

Cub Scout side will be Bang-up Blue and Gold's, making the most of your annual blue-ribbon affair. It will be great.

Boy Scouts will meet their new Boy Scout Roundtable Commissioner, Rocky Quiller, veteran Scout leader with six Eagle Scout sons in his family. We excited to have Rocky join the team. He has a great program planned.

Falls District is are at 50% of our Capitol Campaign Goal of $20,000.00. The donations can be spread over 3 years and are a good opportunity for your unit to permanently memorialize your unit name or outstanding leader by purchasing a brick for $500.00. Contact Brandon Stokes – don’t delay.
RECHARTER – it seems a little early to discuss recharter, but since you don’t have to wait until you should prepare to submit in early January. All recharter’s will be handled 100% electronically this year. Andy Gilbert will be contacting units this month for the basis count of scouts in your unit broken down by rank. Monster Jam is all set to come back to Raleigh bigger and better than it has ever been before. Monster trucks will compete in both head-to-head racing and the fan favorite freestyle. The freestyle competition gives the trucks the chance to run wild with the goal of being the most crowd-pleasing. The trucks will attempt sky wheelies, cyclone style donuts, and possibly a roll over.
Check out the trucks up close at the Pit Party starting at 400pm – running through 6:00pm both nights; where you can get autographs and pictures of the trucks and drivers! (Truck line-up to be determined.)!

TOUR PERMIT CHANGE FOR 2009 dbbateman@att.net Occoneechee Council BSA National 2009 Tour Permit Changes
Beginning January 1, 2009 the Tour Permit requires that there is at least one leader attending the outing that has been certified in the new Boy Scouts of America Planning and Preparing for Hazardous Weather.
Currently this course is only offered on-line at the eLearning portal. The course takes approximately 1 hour to complete and it appears that you have to do it all at once - stopping part way through and returning will cause you to have to start over - so be prepared to set aside enough time when you begin to finish the entire course.
This course can be found on the "General" tab and it is listed as "Weather Hazards"
Note: If for some reason you do not see a certificate when you complete the course, go back to the menu page for training modules where you should see a link that says "view certificate". Click on that link, it will bring up your training card for that course which you can then print out. When I did the training, it was a few minutes before the link for my certificate actually showed up. You will eventually get credit.

The 2009 Council Camporee is named NAT-E-CON (NATure-Environment-CONservation) 2009. It will be held at Camp Reeves on the Occoneechee Scout Reservation (OSR) near Carthage, NC October 9th, 10th, and 11th, 2009. The Camporee will host of fun activities for Cubs, Boy Scouts and Venturers planned. Numerous state and federal agencies have been asked to share their expertise with the attendees. BELT LOOPS, ACTIVITY BADGES, MERIT BADGES, LEAVE NO TRACE, even GEOCACHING - These are just a few of the planned activities!

Our intent is to put on a program over a Friday evening through Sunday morning Council-wide event that will be greater than any Council event that either Scout or Scouter has ever attended.

Occoneechee Council Revised Life to Eagle Guide pmillerbsa@aol.com The Occoneechee Council Advancement Committee has prepared this Life to Eagle Guide to give guidance, consistency and confidence to our scouts and our volunteers. The following statement from the national publication Advancement Committee Policies and Procedures says it best:

… (A) Scout advances and grows in the Boy Scout program in the same way a plant grows by receiving nourishment in the right environment. The job of adults concerned with advancement is to provide the right environment. One of the greatest needs of young men is confidence. There are three kinds of confidence that young men need: in themselves, in peers, and in leaders… Self confidence is developed by measuring up to a challenge or a standard. Peer confidence develops when the same measuring system is used for everyone—when all must meet the same challenge to receive equal recognition. Confidence in leaders comes about when there is consistency in measuring—when leaders use a single standard of fairness. No council, district, unit, or individual has the authority to add to or subtract from any advancement requirement. A Boy Scout badge recognizes what a young man is able to do; it is not a reward for what he has done.

Check out your District Cub Scout Day Camp! Day camp is an organized, multiple-day, theme-oriented program for Tiger Cubs and their adult partners, Cub Scouts, and Webelos Scouts. Day camps are conducted by the Districts under trained leadership at approved outdoor sites close to home. Day camps do not include any overnight activities. Attending Day Camp is one of the requirements for the Cub Scout Outdoor Activity Award. The program provides an opportunity for continuation of the Cub Scout program and advancement throughout the summer.

Scouts participating in Day Camp are better prepared and eager to accept the challenge of residential camping. Today we were made aware of a press release that will soon be going out concerning a potential recall on certain containers of the 9.5 ounce

Carmel Corn Tin that were sold during the 2008 Trail's End Popcorn Sale (see attached flier).

While the press release recognizes that no complaints or reports of illness have been received, Trails End does want to take the precautionary action of alerting the public to the fact that there is a voluntary recall for certain containers of this product.

This memo is not intended to ask for any actions or communication on your part with Scouts, parents or consumers. We do want to keep you informed as well as possible, however, so that you may answer any questions that may arise from this press release.

As of right now the facts are:

1. Weaver Popcorn is issuing a product recall on specific containers of 9.5 oz Trail's End Caramel Corn that contain peanuts which were produced in the Peanut Corporation of America's Blakely, Georgia facility.

2. Trail's End has determined the specific containers involved in this recall and have issued the code date marking for customers to review.

3. No other Trail’s End products are involved in this recall.

4. No complaints or reports of illness related to this product have been received.

5. Trail's End has created a 1-800 number and an e-mail method for customers to return unopened product for a full refund.

Occoneechee Bring a Friend Spring Recruiting Event jwimmer@bsamail.org Attached you will find the new Spring recruitment Prize Program for Peer to Peer (Bring a Friend) recruitment and the order forms once youth are recruited. There are tiered levels to increase the potential of our boys recruiting multiple friends. The Prize program contains a Unit Level in the Troop to involve the adult leaders in rallying the boys in the Troops to recruit and to work together as a Patrol or team to reach the goal.

When a youth is recruited the unit would fill out the order form and fax, hand deliver, or mail it with the application money for the new youth to the office. We will then send the order to the Prize distributer and they will ship these to the unit leaders house. You will not have to deliver a bunch of prizes back and forth.

As we discussed in the staff meeting this incentive is not for the Den Chiefs or for Scouts who recruit WEBELOS crossing over into a Troop this is for New Boys... For the purpose of this incentive we will consider WEBELOS Crossing over as retained youth.

I am still looking forward to hearing your suggestions on the WEBELOS II ideas so keep those coming. Thank you again for your help in creating this plan, and your energy and excitement in the implementation of this idea.

Dates: Friday, 05/01, check-in 5-5:45 pm with first session beginning at 6pm through Sunday,05/03 completing no later than 4pm Sunday.

This course is part 5 of required training for Scoutmasters and Assistant Scoutmasters for their Trained strip. This is also a pre-req course for Wood Badge for Scoutmasters and Assistant Scoutmaster.

This Course Will Consist of Two Sessions:
Session 1: Pre-weekend planning, Friday evening, 04/24 7-9:30pm St. Mark’s UMC, 3801 Six Forks Rd, Raleigh (across from Carroll Middle School)
Session 2: Friday, 05/01 through Sunday, 05/03

Course size is limited to 32 participants. A waiting list will be maintained. Registration is required by April 17th. No walk-ins permitted. You must attend Session 1 to complete the course.

The Mission... of the ScoutReach Program is to reach out to at risk youth by providing opportunities in Scouting. The Tournament... is the main source of funding for the ScoutReach Program. A program that touched the lives of over 3000 Scouts last year providing handbooks, uniforms and camping opportunities. So if you know any scouts who would like to camp out @ the Special Forces Survival Training Grounds, learn cool stuff from big, gnarly SERE Instructors, and win prizes just for showing up - hook 'em up! Spring Tiger Roundup APRIL 21 and 23 suerichgreen@yahoo.com As part of our continuing membership drive for Falls District, we would like you to hold Tiger Round-up's for the Spring on April 21st and 23rd. This will work exactly like the Fall Round-up except that we are focusing mainly on incoming Tigers. That's not to say we don't want you to accept other scout applications. It just means we want to get a head start on our incoming first graders for the Fall. As chairpersons and leaders you'll need to try to get a few volunteers and maybe a few of your scouts (those who may be interested in earning a recruiting patch) to get together on these evenings from 7-8 pm and be available to answer questions and take applications from prospective scouts. You should use the same “Join Scouting Night” signs used in the Fall and we'll get packets to you to work with that will include any necessary forms.

This is a good opportunity for your scouts to recruit their younger brothers that would be interested in joining in the Fall. This way they would be eligible for Summer Camp!

On the 23rd, Battle Whitley and I will be available to collect any forms you may acquire during this round-up at a place and time to be announced at a later date. The packet will include the location for the drop off of applications.

As a follow up to this round-up, we are planning a family and friends event for any new Tigers you may recruit on Saturday, May 16, at a place and time also to be announced as plans are finalized. I would appreciate any help you can contribute to this effort.

If you have materials available for us to borrow on May 16th, we would like to do a make shift Rain Gutter Regatta with the kids. Thanks in advance for your support of these events.

They also interviewed Luis and Luis Morales (father and son) on what Scouting has meant to them. Luis was 14 years old when he acquired his Eagle rank.

The segment will air on "Vida Carolina" este sabado/this Saturday, April 4th, at 11 am.

Isabel Peralta said that they don't have the resources to offer copies of the viewing, however, if you can, please tape it for yourselves.

This is just one more effort by the Scouting organization to reach out to the Hispanic community so that they can join us!

The objective of the breakfast is to expand into the community at large and get the message of Scouting out to a larger audience and seek financial support from the community.

Falls District Eagle Update Emillerbsa@aol.com May was our most active month of 2009 with ten, yes ten, successful Eagle Scout boards of review! As you can see, these young men have each demonstrated well-developed leadership skills that have made meaningful contributions to their units and to the community in which they live. For the year, 20 scouts have now advanced to the rank of Eagle Scout (up from 10 at the end of April) and 31 scouts have received district approval to begin Eagle Scout Leadership Service Projects (up from 26 at the end of April). See attachment for photos of the new Eagles and their projects.

On Tuesday, May 19, District Eagle Board Chair Pam Miller and District Advancement Chair Tim Taylor conducted a Life to Eagle seminar for the scouts and leaders of Troop 352 at St. Francis of Assisi Catholic Church. We understand that every Life Scout in the troop was in attendance, with great questions and discussions. Expect big things from these scouts!

The 2009 Council Camporee is scheduled for October 9 – 11 at Camp Reeves in Carthage, NC. The theme focuses on Nature, Environment, and Conservation.

The Camporee is open to Cub Scouts, Boy Scouts, and Venturing Scouts. The flyer is attached for more information.

The Cub Scout Program is a day-event on Saturday, October 10th, at Camp Reeves from 9:45 AM to 3 PM, with optional Pack Family Camping at Camp Durant on Saturday night. Webelos may camp with a Troop for the weekend.

I have the privilege to coordinate the Cub Scout and Webelos programs for the Camporee. There are some great resources available from local, state and federal agencies, as well as private organizations. You have the expertise and wisdom to bring our program to life. We need your help.

We welcome your ideas and suggestions. There is a Camporee Committee Meeting scheduled at the Council Office on Monday, June 22nd at 7PM. If you can attend, we can represent a strong voice for the Cub Scout and Webelos programs for the Camporee activities. If you cannot attend Monday’s meeting, we still need you. J

POWDER HORN 2009 - SIGN UP TODAY! ejcortes@bellsouth.net Are you and/or your unit interested in experiencing an exciting and varied outdoor High Adventure program? Would you like to have contacts in the High Adventure arena, as well an understanding of the expenses involved? Would you like to have a full understanding what is required under the guidelines of Scouting to conduct a high adventure outing/exercise?

If so, Occoneechee Council is offering a Powder Horn course on September 5-7 and September 25-27 at Camp Durant outside of Carthage, NC.

What is Powder Horn?
Powder Horn is a resource course that was conceived to help introduce high adventure activities to new Scout leaders who do not have extensive experience in such activities. In this spirit Powder Horn targets Scout leaders, both Boy Scout and Venturing.

Breaking News concerning Venturing Age Youth: Occoneechee Council has been awarded the unique opportunity in that we have received permission from the Southern Region and National to include up to 12 youth in our course. The requirements are that they be at least 16 years old and are recommended by their unit leaders.
Region also suggests that an adult leader from the same unit attend Powder Horn. The inclusion of these individuals targets all of the leaders who are responsible for planning and conducting unit activities. Historically Powder Horn has been offered to adult leaders only. Inclusion of youth gives a unique opportunity to effect the future of Powder Horn courses. A fee of $200.00 covers all expenses for the six day course. In an effort to identify our youth, we are asking all youth to write in YOUTH on the line over their name on the application. A Message from your Scout Master

Thank you for your interest in Wood Badge, the premier leadership training course for adult Scouters. If you choose to join us on the Occoneechee Council’s course for 2009, you will have the opportunity to develop a set of skills that will increase your ability to lead any group, whether it be a Cub Scout Pack, a Boy Scout Troop, a Venture Crew, or a group of adults working together at the unit, district, or council level to support the Scouting program. Furthermore, the concepts you’ll learn and practice are recognized as key components of leadership by many organizations and experts outside of Scouting, and are useful in working with any group, in the workplace, home or community.

Wood Badge is made up of two phases: the first is a “practical” phase that occurs over two 3-day weekends at Camp Durant, during which you and fellow Scouters from around the Council will be introduced to team building and leadership concepts in a group that models a Scout unit. During these two weekends and the time between, you and your fellow participants will work together to develop a vision of what Scouting can be for you and the Scouts and Scouters you serve. This vision will be specific for your position in Scouting and will capture your unique perspective on what Scouting can be. With guidance from experienced staffers, you’ll develop a plan of action for making your vision come to life. The plan is referred to as a “Ticket” in Wood Badge terms, and is your roadmap to making the changes accomplishing your goals.
Then, in the second phase, which occurs in the months following the two weekends in camp, you’ll put your plan into action and “work your ticket” to practice the leadership skills you’ve learned. This process will give you both the theory and the practical experience to look at any group, develop a vision, and carry out a plan that makes you and your group more effective, eventually becoming a “high performing team” that can accomplish any goal you set your mind to.

Throughout all of this, the Wood Badge Staff is there to support you and provide counseling and advice. And, just as importantly, to make the experience FUN. For just as our Scouts come to the Scouting primarily for the fun they have through the various programs, we know that learning is far more effective when there’s fun involved for adults as well. The Staff will do all it can to make your Wood Badge experience both enjoyable and productive.

Finally, much of what you’ll take from Wood Badge will come from the friendships and connections you’ll make with the other participants in your course. Often, challenges are solved, and new insights gained, through discussions with other Scouters in positions similar to yours. And friendships forged over a late night cracker barrel or during the planning of a campfire will last far into the future and provide you with resources you can call on to solve problems and provide better programs for your Scouts.

So come join us for Wood Badge SR-976 and make yourself the best possible leader you can be to provide our youth with the best Scouting program possible.

BugFest 2009 explores the Land of Lepidoptera dbbateman@att.net Hey waiter. Where can I go to guarantee a fly in my soup? BugFest 2009 of course! The biggest bug-centric festival in the country - only at the North Carolina Museum of Natural Sciences in downtown Raleigh, Saturday, September 12, 9am–9pm. FREE.

This year’s event features Lepidopterans, the order of insects that includes more than 180,000 species of moths and butterflies. Special presenters include William Conner, a Wake Forest University biology professor and national expert on “The Bat-Moth Arms Race,” or how moths use sound to avoid becoming bat food. Nick Haddad, associate professor of zoology at NC State University, will present a talk on our state’s most endangered butterflies, including St. Francis’ satyr, which can only be found at Fort Bragg, NC.

All four floors of the Museum, Bicentennial Plaza and the State Capitol Grounds will be crawling with bugs, bug-lovers and bug-experts, with more than 100 different displays and presentations this year. After preparing an Eagle report for April 2009 and another for May 2009, it seemed like a good idea to prepare a single report for the Eagles awarded over the summer. After all, summer is a relatively quite time for Eagle boards – how many could there be? Well…

We had an all-time record for summer activity with 25, yes 25, Eagle Scout ranks awarded between June 1 and August 31, as well as the only Venturing Silver Award in the council for 2009!

When it comes to advancement, Falls District sets the pace!

On Monday, August 24, District Eagle Board Chair Pam Miller and District Advancement members Tim Taylor and Barbi Cox conducted a Life to Eagle seminar for the scouts and leaders of Troop 214 at Benson Memorial United Methodist Church. The evening was filled with excellent discussions and questions, so expect big things from these scouts! Thanks, Troop 214, for the invitation.

Thoughts from the Falls District Chair b4ncs92@nc.rr.com Everyone knows this has been a tough year. I do not know a single person that has not been impacted by the recession. And, I am willing to bet (even though I’m not the betting kind) that each of you know people that have been affected by the economy as well. Two things we need to remember about this are: 1) no one is immune to the recession; and, 2) each of the people you’ve thought about in the past few seconds is part of a family.

The Scout Oath says “…to help other people…” As scout leaders, it is our job to help the youth in scouting what this means. One principle of leadership is to set an example. So, not only should we expect the youth in scouting to help others, we should do what we can to help others also. The people that you know that have lost jobs, had pay cuts, or lost their home, etc. are all part of a family. Those families may have boys that need something positive to focus on in difficult times.

This is where we can be a shining example. Other than a person’s faith, what could be a more positive influence on a boy’s life than scouting? After all, scouting is fun with a purpose. It is time for us to find those boys that need scouting and bring them into the program. We are going full-steam ahead into our fall recruiting drive. What could be a better time to positively impact a youth whose family has been going through some tough times. We will be helping that youth find something good that could change his life for the better.

As I said at the July Roundtable, I challenge each unit to recruit 5 new youth into the program. That would be enough to form a new den, or a new patrol. Not only would this be helping spread fun and enjoyment to youth that seen some difficult situations, it will help your unit become stronger, more viable, and more fun. By recruiting new youth into scouting, YOU can “help other people” in two ways. Talk to the family next door. Talk to your co-worker. Talk to that friend whose family is struggling to find something positive they can enjoy. Bring them into scouting. Let’s make a difference in the life of a young person today.

Friends Of Scouting Dinner bstokes@bsamail.org Falls District (North Raleigh) and Baden Powell District (Down Town Raleigh) have made a partnership and decided to join efforts in raising money for the Council. On September 24th we will be Honoring North Carolina Attorney General Roy Cooper, Hispanic Leader Realtor and Broker for Prudential York Simpson Underwood Mike Leary, and President of the Triangle East Chapter of 100 Black Men of America Inc. Tony Jeffreys. The event will be held at the NC State McKimmon Center and will begin around 6:30pm.

Roy Cooper will be receiving the Distinguish Citizen of the Year Award,

Mike Leary will receive the Val LA Pen Award, and

Tony Jeffreys will be the recipient of the Whitney M Young Award.

This is a first time event, but an Annual Dinner for the City of Raleigh. We would like for the district to be strongly represented at the dinner, we need scouts for the flag ceremony, people to attend, and people to help bring other people to the Dinner. The seats are $40 a piece, and a table is $320. Each table can seat 8 people. I ask that you support this event and the honorees in there night of distinction, and celebration.

Introduction to Outdoor Leadership Skills - IOLS smt334@gmail.com This course is part 5 of required training for Scoutmasters and Assistant Scoutmasters for their Trained strip. This is also a pre-req course for Wood Badge for Scoutmasters and Assistant Scoutmaster.

Pack Trainer Pilot Program ameyer7@nc.rr.com A new emphasis on training has been initiated by BSA National Training and sent to you by Occoneechee Council VP for Training and HR Marianne Absher. The formalization of the Pack Trainer Position and the specific requirements have been developed and are included in the attached document. The attachment is the new Pack Trainer form that Marianne developed and will be used for the upcoming MEGA Training. This is what we are going to start putting out to our Packs on qualifications and requirements. Please review and start sharing within your District.

Marianne also indicated that our Council signed the "contract" to be a pilot Council for the new training requirements for our leaders. By 2011 all top level (CM's, SM, CC's, Advisor's, Coaches, etc) will need to be trained in their position. Direct contact leaders (DL's, ASM's, Assoc Advisors, Committee Members, etc) will be required to be trained by 2012. This will need to be done in order to recharter.

More information will be coming out on this in one of the next Scout Signs, so that we can make our leaders aware of this pilot program. We are going to need our Pack Trainer's help in meeting these requirements!

Attached is a PDF of the 2010 Boy Scout advancement requirements changes. We have distributed these within my home district and at the recent University of Scouting and I can attest that the vast, v-a-s-t majority of scouters fall into one of two categories: either they are totally unaware of any changes, or they are partially aware and totally confused by the upcoming changes! Not very good options.

In addition to the information on the changes themselves, there are two other items that are crucial to pass along:
1) The changes affect all scouts. There is no such thing as being "grandfathered" once the scout purchases a handbook.
2) The scout is allowed to finish the rank he is currently working on under the old requirements for that rank if he chooses. A scout is only working on one rank at a time. In other words, if a scout were a Second Class scout who had completed all of the Eagle-required merit badges such that he had badges listed under Star, Life and Eagle requirements, that young man is not working on Star, Life and Eagle, he is working on First Class. Once he completes First Class on or after January 1, 2010, he is then required to earn Star and subsequent ranks under the new requirements.

If you have not already done so, please take steps to get this information to the scoutmasters and crew advisors in your district.

Falls District Eagle Report - October 2009 emillerbsa@aol.com The pace has picked up since September with six new Eagle Scouts in Falls District! Congratulations to each of these outstanding scouts and to the unit leaders who have worked with them each step of the way. Our District Advancement and Eagle Board committee continues to be busy.

Our October Boy Scout roundtable breakout was devoted to a Life to Eagle Seminar, our second such seminar at roundtable this year. Attendance was excellent with many good questions and lots of project ideas discussed.

On October 19, our committee visited Troop 104 to conduct a Life to Eagle seminar. This was our first in which all the scouts in the unit participated. We were unsure of just how much some of the younger, non-Life Scouts might get out of the Eagle seminar, but the scoutmaster’s follow-up email said it helped set the bar for the type of advancement program his troop aspires to!

November is shaping up to be just as busy with seminars planned for November 4 at Troop 334, November 9 at Troop 399 and Advancement and Life to Eagle Training at the University of Scouting on November 7.

Remember: all Falls District 2009 Eagle Scouts are invited to attend the District Dinner on Thursday, December 3 at St. Mark’s UMC on Six Forks Road in Raleigh and the Council Eagle Banquet on Saturday, January 23, 2010 at McKimmon Center at NC State University.

COPE and Climbing Tower Year Around Program istroumascout@nc.rr.com The Council COPE / Climbing Committee is pleased to announce that beginning in January 2010 the COPE Course and Climbing Tower will be manned by trained staff or units to use on a regular basis. To utilize this service you will need to go to CampDurant.com and click on the COPE/Climbing link. You will need to complete the COPE or climbing reservation form and pay a fee of $5.00 per person. The reservation form must be turned into the council office. You must bring your receipt with you to the program

A hold harmless agreement must be completed for each participant, and turned into the program director. The agreement can be found at the COPE/Climbing tab on the Campdurant website.

The COPE program is an all day program, consisting of a low course in the morning and the high course in the afternoon. You must do the low course in order to do the high course. To do the COPE program all participants must be 13 or older.

No walkups will be allowed, in the event that the program is over subscribed we reserve the right to place the participants into either a morning session 9 AM to 12 noon or an afternoon session 1 PM to 4 PM

Nov / Dec 2009 Falls District Eagle Scout Newsletter emillerbsa@aol.com What an awesome experience it was to spend the last two nights of 2009 conducting Eagle Scout boards of review. These six new Eagle Scouts, on top of the five from November, allowed Falls District to achieve an all-time record of 65 Eagle Scouts in 2009, and helped push the Occoneechee Council to an all-time record of 409 Eagle Scouts in 2009!

Our congratulations to each of these outstanding scouts and to the unit leaders who provide the excellent programs that makes these achievements possible.

This is an opportunity for Boy Scout Adults of Troops, Crews and Ships who wish to lead u=youth on canoeing kayaking and rafting trips on lakes rivers and whitewater. Good physical condition and ability to pass BSA Swimmer Test is required. No prior knowledge of canoeing is required, but may be helpful.

Part 1. April 16-17, 2010 at Lake Crabtree near RDU

Part 2. April 30 to May 2, 2010 on the Cape Fear or Haw River.

2009/2010 District Pinewood Derby aliciam4@aol.com The District Pinewood Derby is coming up! As was announced last year, this event will be held on the last Saturday in February from now on. This year, on Saturday, February 27, at the Crabtree Valley Mall we will have registration from 8:30am -10:00am for the speed winners. Non speed categories can register on Friday evening from 7pm - 9pm. The race will begin at 10:15 on Saturday.

Please review the District rules that are included with this email. The registration documents are also included. Remember to mail in your fees early to take advantage of the lower rates. Even if you haven't had your race, you can still send in the fees and email the winners later.

Each pack can send up to 9 scouts: 1st place Tiger for speed, originality, craftsmanship, 1st place Wolf/Bear speed, originality, craftsmanship and 1st place WEBELOS speed, originality, craftsmanship. Each scout may compete in only one category- speed, originality, or craftsmanship. If the winner for a category cannot make the district derby, the second place winner may be sent. (Then the third place, and so on.)

We have made provisions for packs that have less than 9 scouts to participate. There are rates to send up to 3 scouts and up to 6 scouts. Please make sure that your pack knows if they are participating in the race. We had an instance where scouts showed up to race but the pack was not registered.

Pack 33 has volunteered to host this year. Each participating pack is expected to provide a volunteer to serve on the derby committee. Duties include (but are not limited to)- set up on Friday night, registration, check in, cleanup.

Join us for a Coach Bus Day Trip to the 2010 BSA National Jamboree dbbateman@att.net The Occonneechee Council will lead a bus trip to Fort A.P. Hill, Virginia to visit the Jamboree on Friday July 30, 2010. This once in a lifetime experience will depart from Raleigh at approximately 5:00 am and return the same day at approximately 11:00 pm. Visitors will have between 10 am and 4 pm to observe (visitors are not allowed to participate in Action Center and/or program activities) and visit the expected 65,000 Scout and Scouters who comprise the 100th Anniversary’s largest and best display of Boy Scouting in the United States.

Who can attend? Registered Occoneechee Council youth, adults and their family members, family and friends of the Occoneechee Jamboree Contingent members and Scouting alumni. Youth 5 to 17 must be accompanied by an adult. Children under 5 not permitted.

Cost $50 per person. Includes round trip transportation fees, an ID lanyard, a custom designed Day Trip Souvenir item and dinner on the way home.

Sign up by completing the attached form and mail or deliver it to the Scout office. Registration and full payment must be completed by April 23, 2010.

Important Considerations: This event will involve considerable amounts of walking across varied terrain. Participants should be prepared to walk 8 to 10 miles over the course of the day. All participants will be expected to complete and carry health information and a medical release from on their person.

Due to the numbers of attendees and the size of the event it is unlikely you will be able to meet up with Scouts or Scouters who are attending for the week.

Occoneechee Council Gold Card dbbateman@att.net Honor Unit / Gold Card Requirements

The Occoneechee Honor Unit designation, and the accompanying Gold Card, is earned by completing the following requirements during a calendar year, beginning January 1 and ending December 31. Benefits are for one year and are applied to the immediately following calendar year. To earn the Gold Card for additional years, the unit must meet the criteria and turn in another application for each year. The unit leader should check the boxes on the application form (available below) and, with the Unit Committee Chair, sign and date the bottom of the form, then submit the form to the Council office by February 15, 2010.

Benefits - Units that earn Honor Unit status will:
Be recognized at the Council Recognition Banquet and in Scout Sign;
Receive a special Occoneechee Council Honor Unit banner for their flag;
Receive at no cost all rank advancement patches earned by its members and applied for by the unit during the calendar year the card is active (does not include merit badges; does include Eagle);
Have general use camping fees for Camp Durant waived for the calendar year in which the card is active.
Future benefits as designated by the Council.

The following three items are required for all units:
1) Recharter on time;
2) Have at least two (2) registered adults, including the unit leader, be fully trained for their position;
3) Have at least three (3) registered adults, including the unit leader, hold current Youth Protection training certification.

Complete both sections A and B:
Section A: Complete any 2 of the following during the year of the application:
1) Have a Friends of Scouting presentation by a Council representative during the current calendar year;
2) Take part in the Council popcorn sales;
3) Earn Quality Unit status.
Section B: Complete any 3 of the following during the year of the application:
1) If a Scout Troop, attend summer camp at Camp Durant, or if a Cub Pack, attend the Day Camp in your District or attend the Cub/Adult overnighter or WEBELOS resident camp at Camp Durant, or if Venture Crew, attend Venture Vortex;
2) Attend either a Council or District Camporee or Cub-o-ree;
3) Have at least one adult volunteer serve as a Campmaster for at least one weekend at the Occoneechee Scout Reservation;
4) Take part in a Good Turn for America service project;
5) Have at least one adult serve for at least 6 months on a District or Council committee;
6) Send at least one adult attend either Wood Badge, Powderhorn, National Camp School or take a course at Philmont Training Center;
7) Have at least 2 adults either attend the Occoneechee Council University of Scouting or become Climbing/Cope certified in the Council;
8) Have at least one adult serve on staff at Cub Day Camp, the University of Scouting, Wood Badge, National Youth Leadership Training (NYLT), Kodiak, Powderhorn or at Philmont;
9) Have at least one youth serve on Staff at Camp Durant or on staff at Wood Badge, NYLT, or Kodiak;
10) Send at least one youth to NYLT, National Advanced Youth Leadership Experience, or Kodiak

Complete the attached form and return to the Council Office No later than February 15, 2010. Multiple cards will be issued and must be presented at the Scout Store and Office to receive the benefits.

Who should attend? Anyone who wants to become a more effective trainer.
Trainer’s EDGE is a pre-requisite to serve on Wood Badge staff or NYLT staff. It is also a great course for instructors at summer camp, University of Scouting staff, merit badge counselors, and many more.

When and where can I get this EDGE? Saturday, April 17, 2010 at Benson Memorial United Methodist Church at 4706 Creedmoor Road in Raleigh, NC. The church is beside the Embassy Suites approximately 0.2 miles north of Crabtree Valley Mall. Check-in starts at 8:00 am and graduation is planned for approximately 4:00 pm.

What do I need to bring? In addition to a positive attitude and enthusiasm for learning, you will also need to bring a 10 – 12 minute presentation you have prepared on any topic from any BSA material, including any teaching aids you wish to use to deliver this presentation to your breakout group. Of course, pen and paper for taking notes is helpful, too!

What is the course fee? Just $15 per person! That includes handouts, lunch and beverages.

How do I register? Please complete the registration form on the attached page and return it to the Council Service Center with your course fee.

Is there a deadline? Yes. Registration ends on Wednesday, April 14, 2010 at 5:00 pm. So that we have time to print notebooks and prepare lunches, no late registrations or at-the-door registrations can be accepted.

Falls District Eagle Report - May 2010 emillerbsa@aol.com Seventeen successful Eagle Scout boards of review so far this year!

One completed packet awaiting a board of review.

Eighteen service projects approved by the district so far this year. Another 24 Life Scouts are working the Trail to Eagle with projects approved between May 12, 2008 and December 22, 2009. Thus, a total of 42 additional Falls District scouts providing service to their community while working towards the Eagle Scout rank.

The National office is no longer producing the Eagle Scout Rank Application or the Eagle Scout Leadership Service Project Workbook. These documents must now be downloaded from the National website. Only the official application and workbook are acceptable.

Occoneechee Council Puzzle Patch dbbateman@att.net The Occoneechee Council has now unveiled a special 100th Anniversary Puzzle Patch, made up of six separate patches that represent the major events of our anniversary year. The Center circle patch represents our Council and the icons of the State of North Carolina. It also matches one side of the 100th Anniversary Challenge Coin. The other five patches represent: the Service to America

projects going on throughout the year; the Youth Jamboree at the NC State Fairgrounds on April 24th; the History Exhibit at the Museum of History running through the spring and summer; the National Jamboree and Simulcast Arena show in July; and the Council Camporee to be held in October.

Scouts and Scouters who are paid participants at the Council Camporee will receive one Camporee patch as part of their package. Scouts and Scouters who are part of either the Council Troop Contingent or the Day Trip participants attending the National Jamboree, and all attendees at the Arena Show Simulcast on July 31st, will receive the Jambo/Simulcast patch. All other patches are for sale, and anyone may buy any of the patches. The cost for each individual patch is $2.50.

The round center patch is currently in stock and available in the Scout Service Center in Raleigh. The History patch will be available soon at the History Museum. Starting in mid-April, all the patches will be available at the Service Center and at various events throughout the year (not the Scout shops).
